To create a new position or to reclassify an existing staff position, complete a position classification questionnaire (PCQ), a form that collects information in order to analyze a position. A PCQ Base Questionnaire form may be used either to create a new staff position or to determine if current duties performed are in the correct classification.

New Positions

  1. For new positions, the unit director or hiring supervisor completes a PCQ, using either UMUW Form 66 (Nonexempt Position Classification Questionnaire) or UMUW Form 66AP (Exempt Position Classification Questionnaire).
  2. The completed PCQ is forwarded to Extension HR for review and clarification, if necessary.
  3. Extension HR will forward the completed PCQ to Human Resource Services for review with a recommendation to assign the position classification assignment or to establish a new title. When no classification exists, the PCQ is forwarded to campus Human Resource Services with a recommendation to establish a new title.
  4. Campus Human Resource Services receives approval for new classifications from UM Human Resources and notifies the department of the new classification title.

Reclassification of Existing Positions

Hiring freeze restrictions: The University of Missouri hiring and reclassification freeze indicates that positions funded with general operating funds require additional approval before positions can be created, reclassified or posted.

  1. The employee and supervisor completes Form 66 (Nonexempt Position Classification Questionnaire) or UMUW Form 66AP (Exempt Position Classification Questionnaire).
  2. The completed PCQ is forwarded to Extension HR for review and clarification, if necessary.
  3. Extension HR will forward the completed PCQ to Human Resource Services for review.
  4. If Human Resource Services determines that the duties and responsibilities of the position fall within those of an established classification, the position is assigned the appropriate title and the department is notified of the classification decision on UM Form 126 (Request for Classification Action).
  5. The classification decision made by Human Resource Services is not subject to the university grievance procedure. However, an employee or administrator may request that Human Resource Services review a classification decision.
